Strengthening the BBKA Advanced Husbandry assessment

RI Training has completed an independent review of the Advanced Husbandry assessment process for the British Beekeepers Association.

The review was commissioned to provide an external perspective on the existing assessment arrangements and identify opportunities to strengthen their clarity, consistency and effectiveness.

The Advanced Husbandry assessment represents a high level of achievement within beekeeping. It is therefore important that the standards expected of candidates are clearly defined and that the assessment process allows those standards to be applied consistently and fairly.

Patrick McDaniel undertook the review on behalf of RI Training, drawing upon more than 30 years of experience in training and development consultancy, vocational assessment and quality assurance.

The work included structured consultation with the people involved in delivering, managing and supporting the assessment. The existing assessment framework, documentation and supporting processes were also examined in detail.

The review considered areas including:

• The clarity of the requirements for candidates.
• The relationship between the Advanced Beekeeper role and the assessment process.
• The suitability of the assessment methods.
• The consistency of assessment decisions.
• The guidance available to candidates and assessors.
• Quality assurance and moderation arrangements.
• The transparency and manageability of the overall process.

One of the strongest features identified during the review was the commitment and expertise of the volunteers involved in the Advanced Husbandry assessment.

Their knowledge, experience and dedication provide a strong foundation for the assessment. The purpose of the review was not to diminish the value of the existing arrangements, but to consider how they could be more clearly defined and supported by robust systems.

High standards depend not only on the expertise of the people involved but also on having clear requirements, suitable assessment methods and consistent quality-assurance processes.

A well-designed system helps ensure that different assessors interpret and apply the required standards in a comparable way. It also gives candidates a clearer understanding of what they must demonstrate and how their competence will be assessed.

Following the submission of the report, RI Training was asked to support the British Beekeepers Association with the implementation of a number of its recommendations.

The next stage of the work focuses on:

• Strengthening the competency framework for the Advanced Beekeeper role.
• Defining the required knowledge, practical skills and behaviours.
• Improving the clarity of the assessment requirements.
• Reviewing the evidence candidates need to provide.
• Strengthening assessment and quality-assurance processes.
• Increasing transparency, consistency and confidence in assessment decisions.

This work will create a clearer connection between the role of an Advanced Beekeeper, the way candidates are developed and the methods used to assess their competence.

Reviewing an established training or assessment process should not be regarded as evidence that it has failed.

Continuous improvement is a sign of organisational strength. It demonstrates a willingness to reflect on existing practices, listen to the people involved and make considered changes that protect standards for the future.
